To regulate the amount of Ninja in a Village, we here at NBD have very strict rules on how many ranks are avalible. Once all Villages are closed, they will be opened back up and the amount of Shinobi Ranks allowed will be doubled.

12/2/11 - Updated: Number of Shinobi allowed dropped to allow more distribution of ninja between villages.
12/2/11 - Updated: Added Hunter-Nin rank to Kirigakure Roster.
12/2/11 - Updated: Tokubetsu Jonin classified as Chuunin until all Chuunin spots in village are full (one time only).
